The Federal Redress Advancement Network (FRAN) is a national coalition turning decades of stalled promises into actionable policy — delivering targeted reparations through the executive branch of the U.S. government.
From Imagination to Implementation — FRAN unites advocates, legal experts, and strategists to secure federal redress for harms caused by unlawful U.S. policy — targeted programs, measurable results, national scale. Because reparations aren’t just possible — they’re overdue.


Turning Imagination Into Federal Action
We are in a pivotal moment.
The U.S. federal government has played a direct role in policies and actions that have caused systemic, generational harm to Black Americans. While comprehensive reparations legislation remains politically challenging, the executive branch holds the authority — and responsibility — to begin repair now.
FRAN is a strategic coalition committed to making that happen. We unite principled reparations advocates, legal experts, policy strategists, and community organizers to design and advance department-based reparations proposals within federal agencies using the crime-harm-repair method.
We are not here to wait. We are here to act.
To operationalize and deliver targeted reparations initiatives through executive departments, addressing specific harms caused by federal policy — with measurable results, national scalability, and economic impact.

We are in an era where federal priorities are shifting, political landscapes are unpredictable, and communities remain in a state of emergency — facing persistent economic, health, and housing inequities rooted in federal wrongdoing. Local and state reparations are important, but they are triage.
Federal redress is the long-term repair our communities need to survive and thrive.
We operate through a coordinated, disciplined structure:

Each pod focuses on a specific federal agency—like HUD, HHS, or Interior—and develops redress proposals rooted in clear evidence of federal harm. Staffed by policy experts, former officials, and community liaisons, the pods design pilot programs that can be scaled into national models of repair

The Secretariat is FRAN’s planning hub. It directs overall strategy, coordinates policy leads and communications, and ensures the network’s departments move in unison toward federal reparations.

This office shapes the narrative and builds support. It develops messaging for public and political audiences, produces briefing materials, and forges alliances with organizations, Congress, and communities to grow the movement’s power.
From pilot programs to national rollouts, our work is designed for speed, scalability, and measurable impact.

Document the historical crimes of each department to a specific identifiable segment of the Black community

Document the current impact of the wrongs to the victimized segment, i.e., the harms

Design a project that remedies to those specifically impacted and/or their descendants by specific illegal acts
